If nuclear energy is used as the source for electricity, could work out okay. If gas or petroleum-based turbines are used, probably not.

PBO attempted to apply behavioral applications of not rewarding bad behavior. He should give $$$ to those who are paying bills timely.

Why reward bad behavior? Giving hoodlums money only rewards hoodlumism. Seems there is a biblical proverb regarding a rich master who gives three of his servents money to invest for him. If I recall correctly it was only the servent who invested wisely who was rewarded …

Seems I once read about 3 servants who were given funds from their master for safekeeping. The servant who invested wisely was given more.
